As the above quotes from literature and media suggest, when talking about peatlands, the discussion centers first and foremost around water. The most significant abiotic trait of intact peatland ecosystems is a water level near the peat surface (Koska 2001). When changes occur, no other factor has such an immediate effect on flora and fauna, substance flows and turnover as well as on the regional and global climate (Succow & Joosten 2001). This is why the water level is of major importance to all ecosystem services of peatlands and is considered as a core parameter which influences most others. In order to differentiate between water levels and water regimes, the water height model has proven to be a reliable methodology to express the annual median water levels and their deviation range.

The landscape compartments of soil and vegetation in peatlands display typical reactions to drainage and rewetting, or their interactions.
Relationships between soils and vegetation in peatlands at changing water levels as a basis for comprehensive site assessment.
The indicator function of vegetation has proven useful in the evaluation of soil and hydrological conditions (Petersen 1952, Ellenberg 1992, Koska 2001). On the other hand, soil properties are very useful indicators characterizing the long-term median water level (Zeitz & Velty 2002, Zeitz 2014). As a result, soil and vegetation indicators were combined as indicators. The interpretation of soil and vegetation produced reliable details for Berlin's peatlands regarding their long-term median water levels (see assessment systems). Thus the risk of misinterpreting the stages of vegetation succession or the signs of soil degradation going back to times of former land use could be reduced to a mininum.
The assignment of water heights to soil characteristics is done on the basis of soil classification, as processes of so-called ‚secondary soil formation‘ are prevalent in drained soils. In these processes, significant structural changes (for example, shrinkage or earthification etc.) take place additionally to measurable changes in physicochemical properties (Zeitz & Velty 2002, Heller & Zeitz 2012). The lower limit of permamently drained and therewith diagnostically perfectly identifiable soil horizons (Hm, Hv, Ha, Ht after the German soil classification) serves as a boundary between water heights such as of 4+ to 3+ (boundary at 20 cm) or 3+ to 2+ (boundary at 45 cm).

As processes of secondary soil formation are irreversible, their function as indicators remains intact even when water levels are rising. Therefore, it is important for the soil survey to label them as „relict“ horizons (prefixed with „r“, e.g. „rHv“ after the German soil classification), when these are re-wetted or (as is supposed) within groundwater oscillation. In such cases, the lower limits of the horizons indicate the existence of past periods of drainage. Through application of the water height indicators for vegetation, the relict characteristics can be identified more accurately.
The differentiation of water heights 5+ and 4+ is carried out using such characteristics of peat formation which can only safely be assumed with median water levels that are close to the surface (5+). As the German Soil Mapping Guide (KA5) does not describe any „peat forming horizons“, characteristics for soil formation were defined on the basis of theoretical and field data and were added in the survey protocoll under „Notes“ as „Hb“. Among the preconditions for peat formation are, on the one hand side, biotope types that are dominated by peat forming plants (Tahavanainen & Haapalehto 2014). The soil survey supports the assumption of soil formation through roots and rhizomes, when a rhizome or root felt from peat forming plants of at least 5 cm thickness is recognizable. The co-occurence of living, dead and peat forming plants or parts of them in the topmost horizon makes an accurate diagnosis more difficult, so that the additional category of „initial peat growth“ (Abbr. „Hb init.“) was added (root felt < 5 cm thickness). Where there is peat moss (sphagnum), a weak form of decomposition in the topmost horizon is a distinct indicator for peat formation, as here, instead of the convergence of roots or rhizomes from vascular plants, overgrowth of older peat horizons is the dominant mechanism for peat growth. Surface-near water levels during the soil survey in summer or autumn support the assumption that peat formation takes place. Peat formation is frequently accompanied by the formation of organic-rich gyttja caused by rising water levels. The existence of gyttja is positive in this case, as it is part of the natural regeneration process. In the soil survey this was classified, for example, as mixed horizon („Fw-Hw“) or additional gyttja.
For the determination of the water heights from vegetation parameters, the Biotope Types List of Berlin (wetlands only) is applied, in which individual biotope types or biotope type groups were assigned to water heights. In a majority of cases it was possible to translate the wetland biotopes of Berlin to types of vegetation for which water heights were given in Succow & Joosten (2001). As many biotope types, however, represent a number of vegetation types or plant communities with more than one typical water height, broader fitted water height groups (5+/4+; 4+/3+; 3+/2+) were assigned to them. Some biotope types were not assigned to water heights at all. This happened where more than two water heights would have applied (e.g. 05141 Tall-herb fen communities on moist to wet sites).

The combined water heights from soil and vegetation parameters were determined using the table below. First, the water heights from soil parameters was determined and subsequently adjusted or confirmed using the water height groups of the biotope types (column, right). If, for example, there is a biotope with the water heights 5+ and 4+, the lower limits of drained horizons can be assumed to be relict horizons, as the vegetation in this case reliably indicates re-rising water level.
